Surabaya's Earthquake Urban Resilience planned prioritising people with disabilities

“If Surabaya experiences an earthquake, we are very unprepared. For example, when we were affected by Malang’s earthquake, my students and us from the blind community were quite in panic, because we were not trained to respond to the earthquake. We do not know what we have to do to save ourselves in case the earthquake will be bigger than this,” shares Mr. Pak Atung Yunarto, the teacher of math, physics and masseur skills at the special school for children and youth with visual disability (YPAB Surabaya).

 

 

 

 

 

Surabaya Government has developed a response plan in case of flooding; however, earthquake preparedness is relatively new issue.

People with disabilities, especially those with visual difficulty, are one of the most vulnerable groups when facing disaster threats. Although the city has developed initiatives in disaster mitigations, and many effortshave already been done by the city to provide infrastructure facilities to improve safety and accessibility for people with disabilities, the system has not sufficiently involved community of people with disabilities to inform the plan and its realization. As a result, the existing planning, initiatives, and the provided infrastructure facilities for people with disabilities could not be functioned and used to serve the needs of the communities, because they did not meet the minimal required standards.

“Inclusion of communities with disabilities is very urgent and should be highlighted to avoid more inefficient initiatives and infrastructural costs. Moreover, public facilities that can effectively function for people with disabilities are also essential during a disaster emergency response,” Pak Atung continued.

As an activist and member of the committee which represents the rights of people with disabilities of the Province of East Java, Panitia Pemilihan Umum Akses Penyandang Cacat (PPUA AKSES), Pak Atung, who is blind himself, and his community had proactively conducted surveys on the use and the effectiveness of public facilities for people with disabilities in Surabaya. The results with suggestions from the surveys were submitted to support city’s previous initiatives.

With the design of the GFCP projects in Surabaya, the Earthquake Urban Resilience project highlights the importance of capacity building activities that stress the inclusion of marginalised groups and people with disabilities in disaster resilience. Several trainings have been prepared, including a pilot training in disaster response for the school for people with disabilities. Prior to the training activities, a Focus Group Discussion was initiated among the City Government, the communities of people with disabilities and various agencies and organisations relevant to disaster mitigation and preparation activities. The training modules have been prepared by incorporating the inputs and reviews from the representatives of communities with disabilities, including Mr. Atung. For Pak Atung and his community, their inclusion in the discussion and preparation of this training module gives a sign of progress.

Surabaya Earthquake Resilience: Virtual Focus Group Discussion

“The Focus Group Discussion that was initiated by this programme was the first official discussion that involved our community in the development of this earthquake resilience’ capacity building initiative. We hope this kind of discussion will be continued and followed by the city in other programmes and initiatives in the future, since such kind of programme must be prepared based on the inclusion of every group in the society including the marginal groups and people with disabilities.”

Regarding developing capacity to cope with disasters, Pak Atung once again stressed: “We hope there will be more frequent trainings in disaster preparation and response for our communities and students. Many students and members of our community experience double disability. Therefore, the more frequent trainings, the better so we could prepare well.”

The UK Foreign, Commonwealth and Development Office (UK FCDO) Global Future Cities Programme (GFCP) is working with the Surabaya City Government lead by the Surabaya City Planning Agency (Badan Perencanaan Pembangunan Kota/BAPPEKO) and other stakeholders to develop Surabaya’s preparation and urban resilience capacity in responding to the potential threat of earthquake of this dense city.

“Jika Surabaya mengalami gempa, kami sangat tidak siap. Contohnya, ketika kami terimbas gempa dari Malang beberapa waktu yang lalu, kami dan siswa-siswa dari komunitas tunanetra cukup panik karena kami tidak terbiasa menghadapi kondisi gempa. Kami tidak tahu apa yang harus kami lakukan untuk menyelamatkan diri jika gempa lebih besar dari itu,” kata Pak Atung Yunarto, yang berprofesi sebagai guru matematika, fisika, dan ketrampilan memijat di sekolah khusus anak dan remaja tunanetra (YPAB Surabaya). Pemerintah Surabaya secara umum telah mengembangkan upaya untuk mempersiapkan kota dan warganya untuk tanggap ketika kota dilanda banjir. Namun, kesiapsiagaan gempa adalah isu yang relatif baru.

Penyandang disabilitas khususnya penyandang tunanetra merupakan salah satu kelompok yang paling rentan saat menghadapi ancaman bencana. Meskipun kota telah mengembangkan inisiatif dalam mitigasi bencana, dan banyak upaya telah dilakukan oleh kota untuk menyediakan fasilitas infrastruktur untuk meningkatkan keamanan dan aksesibilitas bagi penyandang disabilitas, sistem yang ada tersebut belum cukup melibatkan komunitas penyandang disabilitas dalam proses perencanaannya dan realisasinya. Akibatnya, perencanaan, prakarsa, dan sarana prasarana yang ada bagi penyandang disabilitas tidak dapat difungsikan dan digunakan untuk melayani kebutuhan masyarakat, karena idak sesuai dengan standar minimal yang dibutuhkan oleh kelompok disabilitas.

“Inklusi komunitas penyandang disabilitas sangat mendesak dan harus digarisbawahi untuk menghindari inisiatif dan biaya infrastruktur yang lebih tidak efisien. Selain itu, fasilitas umum yang dapat berfungsi secara efektif bagi penyandang disabilitas juga sangat penting, terutama pada saat kondisi tanggap darurat bencana,” lanjut Pak Atung.

Sebagai aktivis dan anggota di panitia yang mengawal hak politik penyandang disabilitas Provinsi Jawa Timur, Panitia Pemilihan Umum Akses Penyandang Cacat (PPUA AKSES), Pak Atung dan komunitasnya secara proaktif mengembangkan survei mandiri terkait penggunaan dan efektivitas fasilitas umum bagi penyandang disabilitas di Surabaya. Mereka telah memberikan hasil survei mereka bersama dengan evaluasi mereka dan menawarkan solusi dari pandangan komunitas untuk mendukung inisiatif kota.  

Proyek Ketahanan Kota Gempa di Surabaya yang didukung program GFCP menyoroti pentingnya kegiatan peningkatan kapasitas yang menekankan pelibatan kelompok marginal dan penyandang disabilitas dalam ketahanan bencana. Beberapa pelatihan telah disiapkan, termasuk pelatihan percontohan tanggap bencana bagi sekolah penyandang disabilitas. Sebelum kegiatan pelatihan, telah dilakukan Focus Group Discussion antara Pemerintah Kota, komunitas penyandang disabilitas dan berbagai instansi dan organisasi yang terkait dengan kegiatan mitigasi dan persiapan bencana. Modul pelatihan juga telah disusun dengan memasukkan masukan dan review dari perwakilan komunitas penyandang disabilitas. Perwakilan dari kelompok penyandang disabilitas, termasuk Pak Atung, juga menjadi anggota aktif tim penyiapan modul tersebut. Bagi Pak Atung, keikutsertaan mereka dalam diskusi dan penyusunan modul pelatihan ini berpotensi mendorong langkah inklusi baru bagi kelompok disabilitas.

“Focus Group Discussion dalam program ini merupakan diskusi resmi pertama yang melibatkan kelompok disabilitas di Surabaya dalam pengembangan inisiatif peningkatan kapasitas ketahanan gempa. Kedepannya, kami berharap diskusi seperti ini akan terus berlanjut dan diadopsi oleh Pemerintah Kota, karena program semacam itu harus disusun berdasarkan inklusi setiap kelompok dalam masyarakat termasuk kelompok penyandang disabilitas.”

Mengenai peningkatan kapasitas dalam menghadapi bencana, Pak Atung sekali lagi menekankan “Kami berharap akan lebih sering diadakan pelatihan kesiapsiagaan dan tanggap bencana bagi masyarakat dan bagi siswa disabilitas dan semakin sering disosialisasikan kepada masyarakat. Banyak siswa dan anggota komunitas kami mengalami disabilitas ganda. Karena itu, semakin sering pelatihan, semakin baik. Setidaknya untuk pelajar dan penyandang disabilitas lainnya, minimal setahun sekali, tapi enam bulan sekali atau lebih akan lebih baik lagi.”
